A breathtaking vista of Northern California. Mist clings to the redwoods.
On one side: A rusted barbed-wire fence, patched with duct tape and grit. On the other: A sleek, solar-powered sensor post with a pulsing blue LED.
A massive BULL, weighing two thousand pounds of muscle and stubbornness, trots toward the sensor.
BZZZT. A high-frequency pitch rings out. The bull bellows, its eyes rolling back. It lurches, hooves skidding on wet shale. It tumbles down a ravine. CRACK.
INT. COMMUNITY HALL – NIGHT
The space is packed. Hot. Fluorescent lights buzz. On one side: the MENDOZA CLAN. Cowboy boots, denim, faces like cracked leather. Led by BIG MAT (60s). ELENA (30s) is at his side, holding a thick file.

Across the aisle: THE CHONG FAMILY. Clean lines, tailored shirts, glowing tablets. Led by DR. ARTHUR CHONG (60s). KEVIN (20s) is aggressively typing on a laptop. MEI (30s) looks anxious.
Between them, at a modest table, sits MAYOR DAVIS (50s). He looks exhausted.

<center>MAYOR DAVIS</center>
> (Into a squeaking mic)
> Alright. Let’s have some order. Order! This is a public zoning meeting, not the O.K. Corral. Mr. Mendoza, you have the floor first.
Big Mat stands. He doesn’t need a microphone.
<center>BIG MAT</center>
> (Voice like gravel)
> Thank you, Mayor. My family’s been grazing cattle on the West Ridge since before this hall was built. Before that highway was asphalt. We know that land.
<center>KEVIN</center>
> (Under his breath)
> You know how to overgraze it.
Elena puts a warning hand on Big Mat’s arm. He ignores it.
<center>BIG MAT</center>
> Last week, Doctor Chong installed what he calls a “Smart Geofence.” No posts. No wire. Just… signals. Signals that my best breeding bull couldn’t see.
<center>ELENA</center>
> (Stepping forward, calm)
> The frequency emitted by their device caused the animal panic. It ran headfirst into a ravine. Its leg is shattered. We have the veterinary report. That’s a fifty-thousand-dollar animal. We expect compensation.
Big Mat leans forward, glaring at Arthur.

> Your magic electricity crippled my stock, Arthur. You pay. Or I’ll come over there and disconnect your whole operation at the pole.

> (Leaning against the back wall, touching his holster)
> Try us.
The Mendoza side rumbles in agreement. Arthur Chong stands slowly. He doesn’t yell. He speaks with lethal precision.
<center>DR. ARTHUR CHONG</center>
> Mr. Mendoza, my company owns the lease on that ridge. The physical boundary hasn’t changed. We simply replaced outdated, ecologically harmful barbed wire with a humane, algorithmic deterrent.
<center>KEVIN</center>
> (Smirking)
> We sent you the digital map. Three times. You just have to… open the email.
<center>ELENA</center>
> That “map” required proprietary software to view! That’s predatory, Kevin.
<center>DR. ARTHUR CHONG</center>
> Our data shows your bull was four hundred yards past the agreed-upon line. Furthermore, when he panicked, he trampled our experimental nutrient-delivery system. The crop loss exceeds seventy thousand dollars. We, too, expect compensation.
The room explodes. Shouting match. Big Mat is red-faced. Arthur is icy.
<center>MAYOR DAVIS</center>
> (Pounding a gavel that is ignored)
> Quiet! Sit down!
BOOM.
The double doors at the back of the hall are slammed open. Everyone freezes.
Standing in the doorway is ROLAND STARK (50s). He wears an Armani suit that costs more than any truck in the parking lot. He walks down the center aisle, looking left (at the Mendozas) and right (at the Chongs).
<center>STARK</center>
> My, my. The Emerald Valley truly is as… lively… as the brochures say. Mayor Davis, I believe my proposal for the “Emerald Vista Grand Mall” is on your desk?
The whole room—Mendozas, Chongs, Mayor—gapes.
<center>STARK</center>
> (Stopping center-stage)
> I was going to wait until the zoning vote next month, but hearing you two… It seems like a lot of energy is being wasted. Big Mat, your ranching margins are razor thin. Doctor Chong, your operational costs are skyrocketing.
Elena exchanges a fast, panicked glance with Mei.
<center>STARK</center>
> We are offering to solve your problems. We are prepared to acquire both properties, in full, by the end of the week. Full cash offer. Premium valuation. More money than your families would see in two generations of fighting over…
He looks from Big Mat to Arthur.
<center>STARK</center>
> …whatever it is you’re fighting over. A bull? A geofence?
The silence in the room is total. Stark taps a manicured finger on Mayor Davis’s desk.

<center>STARK</center>
> Sleep on it. You can either sign the contracts on Friday, or you can keep drowning yourselves in court fees. The choice is yours.
He walks out. The doors swing shut.
Big Mat stares at the empty doorway. He looks small. Arthur Chong is pale. Slowly, Elena steps into the aisle. She locks eyes with Mei. Mei holds her gaze, then takes a half-step forward from the Chong side.
The Mayor looks at his empty gavel.
<center>MAYOR DAVIS</center>
> Meeting adjourned. God help us all.
FADE OUT.
